Where my finger is there is only one hole in the frame. i'm guessing this is where the bolt goes for the latch but there is only one hole. I held a flashlight against the vinyl and tried to show a picture but there is only one hole. Shouldn't there be 2 for the latch in the frame?

Might be going about this backward but I have all the hardware for my bucket seats and not really sure where the holes are to mount the latch. I can feel one hole in the frame but the latch takes two bolts. Any ideas how to tackle this without taking the cover off?

My understanding it has to do with what year your seat was made and you can tell by what seat back you have:
Early 70:
and then the later seat backs 71+
The early 70 take these metal hinge covers
Then the later seats actually have two different styles I believe with a change over...

Might be Hushmat. I think they have kits that are car specific but I'm not sure if they are precut. Personally, I went with second skin after much research. Haven't installed it yet but it supposed to be not only high quality but low VOC.
