Headlight Switch Position Help

OK, what are the three (3) positions for the headlamp switch suppose to do? i.e. - flipped all the way up = off, middle = ?what is suppose to come on, all the way to the bottom, all lights on?

All the way up is all lights on. Middle position is park lights and dash lights, no headlights, down is everything off.
