Hood Pin - Gasket and Fastener Questions

My original plate had the gasket tucked up inside. The new gaskets stick out a bit around the plate. Which gasket configuration is correct?

Also, can't find my old screws that hold the lanyard to the fender. I think it may be a #8 with a captive star washer. The kits come with a simple brite screw with no washer. Please let me know what the originals are. I'm sure they may vary.
