Rear Valance support brackets ?

What do the lower center two bolt holes in the rear valance bolt to? Is there some type of bracket or do they remain empty? The car has been worked on the rear and the valance is held on with self tapping screws and various other quality mis matching fasteners. Have purchased a hardware kit but, the ccenter two holes are a mystery. bought the MMC fastener book it’s a little vague in that area.

What year are you working on?
70 Cuda's did have a separate bracket that reinforced the rear valance, the 71 and up cars had the reinforcing built into the valance and the holes were left blank if my memory is correct.

It’s a 73 converted to early bumper style. I could find nothing but the 70 support so I agree with you thanks for the advise.
