Fender fit

I’m having trouble with my passenger fender for my 72 challenger. It’s a used fender that overall is in great shape, but... when bolting the fender up, the bottom takes quite a bit of force to bolt up. Attached are photos of it bolted at the top, not at bottom. Also photos of a straight edge against the top edge of the wheel opening (brown is passenger, white is drivers). The drivers fender fits perfect!

It appears that something is tweaked a bit, not at all uncommon given the age of the cars and their associated parts. Can you get it bolted up? If you can, how does it line up?

Install the valance too, usually, when every thing is bolted up, the problems present themselves clearly.
