Installing the fuel fill on a 71 Challenger

Gentlemen, trying to install a new fuel fill tube on my Challenger. Has anyone had luck installing it WITHOUT removing the fuel tank or does the tank have to drop/come out?

I think that it can be removed with the tank in unless the grommet is new, then its pretty hard, you have to push filler tube in far enough to clear the quarter panel and then pull it up. It might be useful to loosen the tank to give you some maneuver room.
