No, you only have to remove the pitman arm and then remove a snap ring. If I remember right, there is also a washer between the snap ring and seal too. Getting the old seal out can be a PITA. I've been told that you can start the car and crank on the steering and blow the seal out but that never worked for me. I always ended up prying it out with a screwdriver. Others on here my have a better way of getting the seal out.
