Radiator fan rev limit?

Hey,
I bought a flex light 18", 6 blade fan meant for the mopar clutch fan system. A warning came with the fan which apparently has 4000rpm rev limit on it which wasn't mentioned on summit racing (http://www.summitracing.com/parts/FLX-5718/) when I bought it.
Is this because viscous fluid in the fan clutch has a step down effect on the rpm?
If so, what percentage of a step down is it (so I can work out the max rpm the engine can run at without risking shrapnel fan in the engine bay!)?

I use those fans a lot , as the fan spped increases so does the drag on the fan so the clutch allows slippage

That was my general thought process, but its better to here from experience.
To clarify, 5500 engine rpm will equate to less than 4000 fan rpm with breathing room?
