VIN for new dash pad

i have installed a new dash pad on my 70 cuda, ready to rivet the VIN plate back on. The new dash pad does not have the holes, do I need to redrill or are they holes under the vinyl pad?

there should be holes in the frame for the rivets to grip... look at it from the bottom

yes, i found the holes, they were covered up with foam, thanks
