What is the difference with 1970 standard gauges?

What would have determined whether a 1970 standard dash used the outlined hash marks (top row in the picture) or the non-outlined ones (2nd row)? My brothers 1970 Challenger has the outlined ones, but the cluster I picked up has the non-outlined 1970 gauges. Cuda/Barracuda/Challenger difference? Early/Late?

My 1971 Challenger uses the set in the 3rd row.

The better question would be why make such a change? Or were there 2 different manufacturers making these from different specs?

Probably 2 venders. Seems a lot was changed in 70. Might be interesting to know what was happening in Chrysler during that year.

To add fuel to the fire my 71 Cuda also has the 3rd row gauge markings.

My 1970 challenger has a October 1969 shipped date on the paperwork and has the outlined gauges but I scrapped them for some modern gauges in my old housing.
