Bracket welded to rear frame, crappy welds, holes in frame. What is it for?

That is a shipping hole down bracket.
Doesn't do anything for you unless you get a chain with the correct connection to hold it down on a trailer.

Cuda Hunter is exactly corrrect. There would have been one on each rear frame rail to tie down the car on the car haulers. They were generally just left on the car after shipping.

Does anyone actually use these anymore to tie a car in a trailer?

Yep, those are transportation tie down brackets. Brackets should not be welded to the car. I did end up bolting mine back on my car but I ended up not actually using them when transporting the car.
