Yes, my '73 has one but it is about 7-8 inches long. Your's was probably "torn" and started out longer. On the opposite end from the hole it looks like it was folded several times and broke off. Very thin metal

Any one know where I can find the official tool used for adjusting the alternator belts?
'73 340 with ac. I have seen a picture of one somewhere, but don't remember where. It is sorta cradle shaped to wrap around the alt. to allow you to put tension on the belts without screwing up the alt.
