Not sure what manufacturer the cam came from, but there have been quite a few problems with some. He will need to pull the intake and look at the lobes. If questionable he will need to pull the rocker shafts & pushrods to have a look at the lifters. That will tell the story.

I've been using the high flow thermostats from Stewart Components in both my 408 & 512 stroker engines with good success. I also use the Flowkooler high flow pumps on both as well.
What is your budget for this project? You already have a small block setup so why not go with a small block stroker from Blueprint Engines? I've put their 408 into my 70 Duster and man, what a ride! Going this way would be close to a bolt in swap for you (except for transmission & converter)...
