over-tightening the screws will do that, too. Before paint, I would definitely test fit and mount the mirror to confirm it is tight enough to your liking. if not, tapping those mounds back (1/16-inch) may help, but my instinct is it is not needed, and the mounds will be hidden by the mirror...

I vote, live with it. if it's acting up, could be someone tampered with it in the past. They don't sell just "the number cluster" for obvious reasons related to actual miles and fraud. A new speedo must be disclosed as the mileage is inaccurate, so replacing it may create more issues than solve.
