Be aware that the crankshaft in that 383 has .010" undersize bearings that are denoted by the stamped maltese cross followed by an X on your block pad, there should also be some stamped information on the 2nd or 3rd crank counter weight from the front of the crank.
When you turn the wiper switch off, the wipers should park and shut off. the Blue wire is the park circuit lead it should be hot when the wiper switch is turned off and key is on.
