Sounds like you're close. if the solenoid's clicking and vacuum’s good, might be the control switch or the cable to the throttle not pulling tight. Also check for vacuum leaks under load. Had a similar issue once and it ended up being a sticky linkage.
Sounds like you’ve done a ton of solid work! That offset definitely isn’t normal, could be the axle's not centered on the leaf springs, or maybe the spring perches or bushings are worn or mismatched.

Those RPMs sound about right for a no-load bench test. They’ll slow down once under load with the linkage and blades attached. Haven’t seen official RPM specs published, but there are a few teardown guides floating around on Mopar forums. I’d start there if you're thinking of a rebuild 👨🔧💪
