Has any-body ever heard of a Defroster Speaker Re-Locator Adapter ? Supposedly works with the rear defroster and a speaker

When I turn my headlight switch on to any position - I dont get parking lights but the turn signal indicators on the dash light up, both of them, they are steady - dont blink. If I use the turn signals that particular side will just shutoff. Checked grounds, replaced bulbs, checked flasher cans...
