Did you remove the plastic door panel and look at the markings for the mirror control "joystick"?

The cable routing depends on if you are working on a 1970 or a 1971-74 E-Body.
The 1970 has a one-year-only bracket and metal clips. The 1971-74 has the plastic clip and metal clips.
The metal doors all have the hole prepunched for the remote mirror control.

I marked up the locations under the decklid for the visible knockout holes. The green circled locations are not visible under the decklid (Rivnuts at these two locations).
There are four total Rivnuts and they are labeled Item #2 on the diagram.

I looked up the 8546 distributor and it definitely says you need an MSD ignition control to use it. There has to be some kind of box somewhere.

@ColoradoCuda - The hole you found is correct.
I am not certain but it does appear that the two smaller holes (labeled factory holes on the Challenger decklid) are the correct luggage rack holes.
It should be obvious which holes line up when you lay the spoiler on the decklid.
Highly recommend using studs. My example below is Indy 440EZ heads with stock valve covers and Moroso blue 93055 gaskets.
Just drop them on the studs and install the valve covers.
