This is a OEM Small Block Bolt On Timing Tab. I'm not sure
which years and engines used this style. It is in good condition,

That is actually a late 80's inductive probe holder, for use in tuning spark control.
It goes with the later balancers that have grooves every 90°.
Big tip off that its not 60's, blue paint.
