We could have "the right cap" but if it is not functioning properly and doing its job, it's probably the same as having the wrong cap on it.
COULD be quite a nice car! But we do not know from those few pics and details. As some have said on this thread, good up-close pics inclusive of the Fender Tag (AKA Body Plate) interior, trunk, and engine compartment would go a long way towards a higher price than 30K. Plus you have to remember...

As Mopar Jack said, the caulk from the box stores is not very sticky. Possible to heat it up slightly and see if it gets stickier before it cools back down. Might work.
