Package tray installation

Does the package tray go under the plastic interior rear sail quarter panel or above? It seams like it should go above but if it does I need to trim it.

Does the package tray go under the plastic interior rear sail quarter panel or above?

1. the sail panel is the (headliner fabric covered) panel between the side rear and back windows. It goes in before any surrounding trim.
2. the package tray goes in, soon after.
3. the back window trim and upper side trim go in next.
4. the rear interior quarter panels go in, after that, help to hold things in place.
5. finally, the back seat upper and lower are installed.

The package tray piece goes under the side panels.

Is it even possible to put it above the side panels?
There's enough cardboard that mine would never fit that way.

The package tray goes in first as everything else holds it in place. Even the rear speakers drop in on top of the package tray.
