Anything can be made to fit if you want to do a lot of metal fabrication and welding. The short answer is no. Just buy a new one from your local AMD dealer. Roseville is a good source. RosevilleMoparts.com
Are you trying to get the tips to come through the panel like a Cuda rather then come up from under the panel? if so maybe trim the holes out of std or non R/T panel then get a sheet meal guy to shape the edges of the holes to look the part. Let me know if you need a std valance I have one on my car and have a new AMD one with the gut outs will be fitting it when I have it painted and I have been wanting to come and check out your car and show you this one cheers Mark.

I have a new TA valance on the car but i seen the pic below on ebay but looking at the seems it was specially modified cutting the holes is no problem would like to get that beaded edge look.
Wow....so you have to modify an original car that came from the factory like that back then?? I had an issue with a 71 340 Cuda in Texas (yearly safety/emissions inspection) because the original air cleaner didn't have the snorkels with the hot air stove set up. I got out the book (their inspection station book) and found where it allowed it if the car came with the facsimile fresh air hood which was still on the car. Texas also went through that side exhaust deal but gave up on it. If you can't find where it's allowed in their books (since the car originally came with it), I'd be writing some letters to your state rep. Also, there should be some allowance for antique/classic cars.....
