71 column parts help wanted

Hello my name is Gary I'm a new guy, and restoring a 71 Challenger Deputy, (production date 10 of 74) for a customer of mine, and the key lock release just not spring back into position. When I was disassembling it there was no wavy washer between the bottom collar and the collar above, and I can't figure out how to get the key lock release to be "springy' without having removed any springs...

so can anybody give me a little instruction here? Thank you.

P.S. the column videos here in the forums show a tube lock release, my column does not have that.
