Where do the square reinforcement plates mount too..

So when installing the bumper guards , the bracket , that goes on the bumper guard and then to the end of the frame between the shackles... Are you supposed to put the bumper guard filler piece on and then put the bracket on the stud , tighten it down and then put the bolts in it through the frame , correct... Will the bumper guard be straight up and down or at an angle.
