Another fender tag validity question

I've got a friend who sent me a picture of his fender tag. I decoded it and included it below. Only glitch is there is a 383 in the car now. No build sheet. So, what do we think? Is the fender tag legit or is there something there that shouldn't be, isn't there that should be? Finally, would you advise him to put a 340 back in if the fender tag is accurate/legit?

If the fender tag is legit and he thinks he would get more money selling it with a matching engine, sure. If he likes a big block, and does not want to sell it, leave it in. Looking at that fender tag in near PERFECT condition, I'd say it may be a re-pop. As far as any of the options listed that may not have come on a '70, I'm not that dialed in to that. That's my 2 cents.
 
the fender tag (as pictured) is missing some elements that flag it as factory original. this is not a big deal, but without alternate evidence (such as the broadcast sheet) one cannot easily know if options were added or changed.

that said, I think I see an issue or two casting a further shadow on its complete legitimacy. my conclusion is, the fender tag is not original, and options were changed/added.
 
As said: The fender tag is to good to be true.
Now if the owner is trying to duplecte a tag in best reference that would reflects the car's originality. That's a different matter. Going off a deteriorated tag and referace of reminace of evidence. Such as aged strips, trim,interior,trans vin number,K frame stamping, past owners print pictures or other. It is difficult to say anything as posted in the list below the VIN number is more so speculative.
As far as the options. The difference from a H or a J car the packages and year would be different and option codes would or would not show.

It's not a high dollar car but the opinions could change that.
That's where the build sheet,window sticker or a detereated fender tag would verify.

As far as 383 or 340. Run it and save the 340 for later

Looks like a repo fender tag to me also. Missing some important elements. As far as the 340/383 question, I suppose a 340 engine with B0168890 stamped on it and matching the VIN and title would be worth more than the non-matching 383. Performance wise the 340 and 383 are close enough I wouldn't want to live off the difference.

If it's running with the 383, drive it! If it's going to be sold, sale it as is with the 340 as an added bonus. Not worth the time and effort to swap engines and fighting the heavy 833 back into place!

Thanks Juan. Yes, the pictured tag is a repop of the original - which he also has.

Thank you. The owner made a duplicate from the original. I'm interested in what options were changed/added. I'm trying to do my research before possibly making a deal/trade for my '68 Hemi Dart. Please feel free to PM me - I'll keep our conversations between us.

No build sheet or window sticker - nothing else but the original fender tag to prove provenance. I'd have to source a small block bellhousing and 340 to convert it back.

Sorry I haven't been clear. The car has a non-numbers 383 currently - no 340 in sight.
