connections on heater box

I see now your car is an AC car - that may be different.
Is the AC on? It may power the fan all the time perhaps?
Does the switch have a central position that is OFF?

a/c is non functional at this time. still under restoration. will have to take car to an a/c shop for final work. there is a central position . but motor still runs
 
It's been awhile but if I remember correctly, isn't the chrome pushbutton all the way on the left an OFF button. If so, the fan will not turn on until one of the other chrome buttons is pushed ON.
It's been awhile since I operated an A/C panel.

I think that is correct. some of the a/c guys to to chime in. being that I quit driving the car in '86 , started restoring in '97 forgot a few details. car starts in shop but need to bring outside to fine tune. then I can test the a/s buttons
