Cuda bumper filler paint prep

Hey guys thanks for all the information on painting a tailgate. I was very happy with the outcome - see photo.
Now need to do the bumper filler which gets painted the restoration silver.
Need to know what this bumper filler is made of, vinyl, rubber etc ?
Then i can figure out how to prep it, beadblast it clean, prime and topcoat. Any information will help. This is my first time with painting something.
See the photos of the finished tailgate & bumper filler. Whats the black waterproof compound under where the trim goes on the left side.

I just did mine , I prepped and painted it like everything else. I’m not sure what it’s made of. I sanded it by hand so I wouldn’t go through it. The black on the quarter panel looks like someone just coated the rust with something. Or just put black silicone to seal the mounting hole

You can use windshield sealant ribbon for the waterproof compound. It’s excellent for this type of thing.
