I am currently rebuilding the front power disc brake calipers on my '73 Cuda . I have a kit from Rock Auto that included the wire in the picture. My car did not have this and am curious how and if it is used in my application. Any input is appreciated.

The pictured items are the anti-rattle springs, or clips, used on the Kelsey Hayes floating pin caliper setup, except 1973 original applications.

The anti-rattle spring, Chrysler part number 3461894, was used for 1971 - 1972 and 1974 - 1978 and part number 2925199, with slightly different bends, was used for 1969 - 1970.

For 1973, the anti-rattle spring was dropped when the positioners were dropped with a change to the inner bushing, caliper pin shoulder length, and outer pad. For 1974, the use of the anti-rattle spring returned and remained in use through 1978 on the B-bodies.

The anti-rattle spring can be used in the 1973 pin caliper applications. Aftermarket hardware service kits might include the spring.

The following image shows it installed on my car:

The following diagram also shows the use of the anti-rattle spring:

The spring is not necessary to the function of the brake caliper, etc. If disc brake "quiet" adhesive is used on the brake pads, the spring is somewhat redundant. The springs can be missing and some leave them off.
