I think you answered your problem. The lock plate is about 1/2" to 5/8" in thickness. You will have to make a spacer or bushing up. We all go with the assumption everything is there. I would say that is the problem. Take it a part and put a few washers in see it it fixes the problem. You have nothing to loose but a little time. Let us know.
I didn't realize how thick that plate is, until I saw the photo of the column disassembled. I thought it was a thin plate. I didn't see the plate that well on Cody Cuda's video. I guess the chances of finding a new plate is slim to none. I know there are some differenced between the 70 and the 71-74 columns. I'm not sure if a Challenger column is different. If I can't find a 70, do you think the other columns would fit? I'm going to try the shims first. I'll keep you posted. Thank you and everyone for their help.

Do you know if a challenger steering column will fit? I know the 70 column is different from the 71-74. I think I won't be able to find a lockout plate, so I'm looking at alternatives. I'm going to try the shims first and see what happens. I'll keep you posted. Thanks to you and everyone for your help.

I rebuilt my column a while back and I don't remember any plate being 1/2 to 5/8 thick. The retaining plate shown in the repair manual is around 1/8" thick.

From what I remember the locking plate is about an 1/8". But I think the bushing it is mount to is a lot thicker. I could be completely wrong. I not going to take mine apart to see. I don't remember if it's pressed fit, welded or keyed.

All E-Body steering columns are the same length except manual and power are obviously different. 70 is different and obviously column shift and floor shift are different.

know the 70 is different on a Barracuda. The lock out and some cosmetic things , like the finish on the turn signal and the hazard switch is different. If I can't fix the problem, I may look for a replacement. Thanks
