Indeed factory. I have 34 known to exist on my list.
Check out my wanted ad over on ebodies.org. WANTED : M46 barracuda
I had a wanted ad here but these sites shut down wanted ads after a month of inactivity so it's a bit of a pain to navigate that over here.
There is more info on that one thread about M46's than most ebody guys have ever heard of. Let me know what you think.

I think I answered my question - Factory order bottom black was an option


1970 Plymouth Barracuda M46 Lower-body Pinstripes Decals



 The "M46 option" was a very rare minor option for cars with 225, 318, and 383 engines. It consisted of a black grille instead of the usual silver, black paint all around the bottom 6" to 8" or so of the body, unique rubber moldings bolted to the quarter panel lower fronts, and a two-color pinstripe that separated the body color from the lower blackout.

Not noted above but factual, the two colour pinstripe, the top is usually red, but on very early cars, which matched a colour, the stripe was blue. The white stripe is always present and is fluorescent. From the 23 section of your parts book, all M46 optioned cars would have the three red bars in the grille, like the 'cuda model does. M46 coded cars were always base model BH cars, it was not available on any other models.

I have 34 M46's on my list and not one has a blue and white stripe. Not under the paint and not coded as such. That is the item I am looking for the most. Actual proof that Ma actually put that part on the cars. Part numbers for the blue/white and red/white below. I have been looking for over 20 years for a picture of the blue/white or an nos stripe kit of the blue and white.

Hey White Boy, Check out the link I posted. You will find tons of info there.

The purple car on performance graphics page is Mopar Al's car that he "restored" with multiple justices taken. It is bh23G0E102911 #4 on the M46 list.

I purchased my first scoop from Al almost 20 years ago. All rusted and not usable, but my first. Al passed away recently. Very unfortunate as he was a great guy.

The 1970 dated 2 bbl turquoise motor that I bought from you is for an M46 L code car.
Man, that was some years ago. Time sure fly's.
Wow - your right - isn't that something how time fly's...
seems you B-member better than me - ha ha

Road trip - first and only time I drove that far west -
that was back in 2009 - when I drove those parts out to meet ya !
engine - trans - K frame - doors with some chrome parts, some interior + rear end I had saved.
very rusty 70 Barracuda that no-one wanted was sitting for over 20 yrs under a shredded tarp. I offered $500 in trade for that - a narrowed rear end - was short on cash at the time working on my project 71 Barracuda car at the time.
