They're definitely out there... I have the original for my '71 sitting with the engine and trans still hooked to it, and one I picked up for a '68 Charger. You could use a B-body one, though technically I think the steering box sits at a fractionally different angle.

I have run many an engine on the stand without the ballast resistor, but it WILL get hot. Use one if you can to prevent damage.
Here's the engine side. Didn't grab one of the interior side. The 3 hole plate was adjusted all the way up. Best I could do was get it centered on the 3 holes but it was just a slight improvement. The steering shaft seems like it should have something inside the shift tube, like the shift tube...
