It’s been 40 years since I tried to put my cover on. I slid it on the seat first then snapped it to the trim. I actually left it attached to the seat same as the original owner. Probably why the clips are broken from the top retracting.

The '70 Parts Book is also lacking in the hardware call out for the valance (called "shield) and valance insert (simply called "panel"). Truly an oddity...

And here is a snipet I put together from the '70 service manual. It confirms the push pins and calls them retainers. Interesting that the manuals do not use the term valance and valance insert, and instead refers to them as "air shield" and "air shield trim", respectively.

You are correct. It is not addressed in the '73 Body manual that I found on Internet Archive. I flipped thru every page. Totally bizarre that the parts book and the body manuals do not show how it is connected. I still have not had a chance to crawl under my smashed '72 to see how it is...
