    Another thing to check is to make sure the throttle cable is not fraying inside the housing- just disconnect the cable from the carb and extend/retract it by hand. Should be smooth and easy.     First thought would be to check timing-set #1 cylinder at TDC on compression stroke and see if dist rotor points at #1 terminal on cap.     Removing the radiator fan, suggestions?

    May have to "persuade" the clutch fan assembly to move-try wiggling it back and forth to break the rust loose on the water pump shaft/hub. I also noticed the bolts misssing from the water pump fan...hope he isn't driving it like that. Once it's separated, hit the clutch bolts with an impact.

    Unlocking the steering

    You'll have to remove the steering wheel to get to the lock plate (held on by a wire snap ring). While you're in there, might as well remove the lock plate for the ignition cylinder and either get it keyed or swap it for one with keys. No other way I know of...
