It is NOT an R/T S/E it's A JS23 R/T. Because there is no vin tag, maybe it is legal? but not ethical. I hope no one out there takes the bait.

What it really is, is a piece of paper and a scrap of metal. You're right, since there isn't a VIN tag involved, he might be legal.
