70 cuda steering column help

So is possible to remove the locking mechanism? I don't like the way the wheel can lock up wheel driving, nightmare situation. Could I just reassemble without that lock plate with the drift pin? I had to take it off to put new ignition switch and key cylinder.

Do you have a 70 column or a 71 up column that has the release lever by the key?
