Are these bumper support to frame bolts?

Can anyone confirm? I don't have the access I need to confirm if these bolts are the ones used to bolt the front bumper support to the frame. The (1970-71) parts book does not appear to list part numbers for these bolts in the bumper section.

The ones I seen and used had teeth. They maybe very early or for something else.

The bumper support to frame bolts come either with "teeth" or not. According to Guide to E Body Fasteners, bolts with "teeth" are usually found on Challengers and bolts without "teeth" are usually found on Barracudas. Pschlosser's bolts with the "38" match the Guide.
