Bumper issues

I’m currently slowly restoring my 73 challenger and decided to change the bumpers to 72 so I have purchased 72 AMD brackets and bumpers but confused on the proper mounting they are marked R and L, L being the driver side I thought but the staggered bumper holes don’t line up so the brackets have a longer flange with elongated hole and a regular hole on the shorter flange, so is the larger flange to the inside with smaller flange to the outside if that’s the case was wandering if the R and L are backwards would appreciate any words of wisdom
