Having done highway construction I can surmise what happed here.
I comes down to someone ran out of coffee.

To me that one makes ¢. The truck loads of weed are parked there and the collage kids camp out over there. Maybe it's my age.

Certainly convenient! The two different directions for North in New Jersey is just confusing!
