Power steering not working

Power steering was working when I tore the engine down. Finally got it back together, and Power steering doesn't work. Has fluid. Is there something I need to do?
 
With the front wheels off the ground (don't want to scuff your tires) turn the steering wheel slowly from stop to stop several times will bleed the pump, then check fluid level. May need to repeat after topping off fluid level.
 
Can the hoses be hooked up backwards?

I've had PS systems fail, where a ball check valve or something get's stuck. But never a time when it was working, disconnected, reconnected, and then fail to operate.

I resolved my problem by (with the engine running) turning the wheel stop to stop, left to right, back and forth several times. At some point, bingo, it started working again.
 
I posted my results on my other feed on lug nuts
I did have engine running, and still no go.
 
Did you rebuild the pump?
I once did and put the vanes in backwards. No pressure.
Took it apart and flipped them, and I wasn't the dumb guy anymore.
