Non-locking door latch

Making progress with my 70 Challenger Resto. Ran into a weird situation and didn’t know if anybody else has encountered this. Found out that the door locks will not engage unless the door is shut. That means you actually have to lock the car with the key and can’t use the normal lock and pull up the handle. Looking at the latch mechanism I saw an additional arm that actually interfered and prevented the lock from engaging unless the latch was tripped. Has anyone else run into this?

Yep, that’s the extra arm. Thanks a lot. Must have been a mid-year change. This is a late 69 build. I had a 4/70 build in college and you could lock them. Doors are already together. Sounds like a winter project.
