1969 charger splash shields

Hi

Big question is

There are 3 metal splash shields under the front fenders.

Were they black in color or body color?

If they were on car when it was painted I guess they were body color

If the assembly line workers put them on after paint then I can see that they were black?

I recall they are black or coated with undercoat .
