i have a 70 barracuda strange vin title matches dash, door, fender tag but the body numbers on the cowl and rad support are very close but not the same
example last 6 of the vin are 684548 on the body and rad support and the rest are 624542 any input ? these are not the actual numbers just an example

I sent you DM to help you see what you have. There are other panels that have Die numbers on them to determine what might have been changed if there was damage. That is if there not rusted away.

if this car rear-ended another in its lifetime (just an example) the radiator support + hood could have been replaced by sheet metal from a donor car. but changing the cowl is no small task. there are other locations of these numbers on the car, and those can be checked. it's possible the entire drivetrain, interior, doors, etc. were moved to another car body.

I'm pondering trying to decide if this would constitute fraud. it's hard to for me to decide.

When it comes down to a quick inspection by the DMV, they look at the dash plate, the door sticker, and if it matches the title, often, that is good enough.

With the exception of some bolt-on parts, I believe the bodies were identical across all engine option types.

rad support looks original to the car never been messed with cannot find anywhere on the car that it has been clipped even shows the b3 color under the dash however it looks like the cowl may have been removed . odd that the number 8 and the number 2 just an example not actual vin !! but you see what i mean
bh23g0624542 on the body bh23g0684548 i think it is possible that the guy got in a hurry and put an 8 where it should have a 2 lol friday car!

a deeply stamped "2" may look like an "8"

if the car in question really is an BH23G0 car, it seems a long shot someone would go to so much trouble to move the 318 drivetrain over to another body.
