70 SE rear window insert/plug questions

Hello folks.
Is there supposed to be sealer upon installing the rear window plug/insert on a SE car, between the plug and body? I'm referring to the fiberglass insert for the small back window. I see no prior sealer on mine before cleaning it up to re-install. There is sealer to hold in the glass of course, but nothing around the edge.
Also, is there supposed to be a thin layer of felt or jute material over the plug to bring it up level with the body, to blend it in flush when the vinyl top is on? I find it tacky when I see them and the top is sunk in all the way around window insert.

I had to put a seal between the plug & body to bring it flush & then had to add a foam filler over the edge where the screw holes were to make it look right .

I have always loved the smaller S.E. window look. However, my car is not an S.E. I thought about adding it at one time but never did.
