440 takes a while to start from cold. Fine when hot. Ballast resistor voltage to coil is cranking 9v, running 6v. Is this right? I thought it was 12v and 9v.
The starter takes a lot of current when cranking so you won't have 12volts at the resistor. If you have a volt meter in the car you'll see the volts drop when you crank. Your pretty close to what you should have when running and cranking. Mopars usually start good cold, it's when there hot they can be a little tough. Make sure choke is fully closed and no vacuum leaks.
