And the headlight bezels and the grille ends have been modified on the Challenger in post #15 to match the bumper. Strange.

One of the all-time most controversial new regulations during that regulation-happy period of the 70s was the 5 mile bumper. A response to rapidly increasing repair costs due to the extravagant styling and resulting minimal bumper protection of so many cars during the 60s, the 5 mile bumper was implemented for 74-75, and required that no damage to the car’s lights, safety equipment and engine in angled 5mph impacts. For 1979, the standards were raised further, to zero-damage. Controversially, the standards were lowered in 1982 to 2.5 mph, where they still stand, similar to the international standard.
In someways it's good 74 was the last year for the E body. I think there would of been a few retrofits.

5 MPH bumpers started in 1973. The damaged standards were modified after that
That is not any kind of a safety bumper. Very flimsy.
Not a Mopar bumper.
Almost looks like an April Fools type picture...

It could be a photo that was doctored to look like it even though it appears to be an 1980s photo. If real, the grill and bezels really had to be reworked to look like that.
