California exhaust valance 1970 r/t

I purchased a 70 challenger r/t shell from 29 palms desert in ca. The build tag codes dual exhaust w/chrome tips. The car seems to be origional paint and the exhaust valance is not cutout. The underside of the trunk has 2 heat shields and exhaust hangers, the rear of the car appears to be intact with no signs of collision. Should my car have a cutout valance. Thanks

I don't know about Challengers, but I've heard of Cudas built for CA that don't have cut outs in the rear valance. They just had turn downs. Something to do with emissions.

The story i got was that they had to turn the exhaust pipes down rather than exiting straight out to meet ca. Deciblil levels for sound.

California cars just had turndowns and no tips. I'm sure a few cars slipped through the cracks but as a general rule, they didn't have tips.
