How long is it 3", 18" might make it easier to find.
Do you have 2?

Solid with some sort of insulating material that is wrapped around it. I like the possibility that it is a vent tube support, but can't find anywhere in my trunk where it might have been mounted

This looks like a welding rod for a stick weld. The coating is known as flux. Years ago some people used arc welding rods as a substitute for retention purposes as needed. This not an actual part for the car.
 
Is it spring steel or does it bend easily? Could be rod like 72 tpi said. If it's hardened steel could be broken rear seat spring. Usually black though.
 
Caliper hanger, after you take out the bolts so it wont hang on the hose?
It definitely looks like a welding rod all bent up. You hit it on the head!
