Dash lights go off when headlights are on

Dash lights are off when headlights are on ,dash lights are on when parking lights are on ,dimmer switch was rebuilt works perfect ,possibly headlight switch ?

With out any more info It comes to mind dash lights have bad ground. just a thought.thought I would ring the bell.
