Offsets are used to move the spring in for a larger tire.

Yes but the question is why arent the front brackets offset.

The springs are mounted in a slight V shape from the factory. The springs are closer to each other at the front. When the rear of the spring is offset, it brings it over to where the front part already sits. The springs become parallel when the offsets are used.
