Fender tag

I apologize....I realize after posting that I put this question in the wrong Thread. Sorry.

Hello.

Quick question. I finally got the Fender tag for my 74 Challenger. I'm guessing it was taken off when they repainted the car over 20 years ago. Is the Fender tag always painted the body colour?

I would think the tag is painted when the car is painted.
Also, the right hold down screw only is added after the car is painted and moving on down the line is usually bare metal.
